Statutory Assessment report Codes and Categories

Insight calculates statutory assessment measures in accordance with the Department for Education (DfE) guidance, technical specifications and accountability methodology.

This help guide details how these will be displayed in the Statutory Assessments report and how each code will impact on the displayed statistics.

Different statutory assessments use different result types. Some use numerical scores, others use teacher assessment outcomes, while others use official DfE result codes to indicate why a result is unavailable or how it should be interpreted.

This can make it difficult to understand why a pupil has been included or excluded from a particular statistic, or why they appear as Achieved, Not achieved or Not included in measures when viewing detailed results.

In the school Statutory Assessments report, the different outcome values may be clicked to see pupil names, their individual assessments and how they are treated for the purpose of aggregate data values.

Where Insight receives statutory assessment data from a Common Transfer File (CTF), it reports the data exactly as supplied. Insight does not infer or generate assessment results that are not present in the CTF.

How results are categorised

When you view the detailed breakdown behind a statistic, pupils are grouped into categories.

For average scores these are either pupils with a score, and therefore contributing to the average, or pupils with a code meaning they are not included in the measure.

For assessment outcomes (tests or teacher assessments) there are four possible categories.

Achieved

The pupil has met the measure being reported.

Examples include:

  • Reading scaled score of 100 or above
  • Writing teacher assessment of EXS or GDS
  • Multiplication Tables Check score of 25/25
  • Phonics pass
  • EYFS Expected or Good Level of Development where applicable

These pupils contribute towards the reported percentage.

Not achieved

The pupil is included within the eligible cohort but has not met the reported measure.

This may be because:

  • they achieved a result below the expected standard
  • they were absent
  • they were unable to access the assessment
  • the DfE supplied an outcome indicating that the expected standard was not achieved

These pupils remain part of the calculation but do not contribute towards the percentage achieving the measure.

Not included in measures

Some official DfE result codes indicate that a pupil should not be included when calculating a particular measure.

These pupils are shown separately within the report so that schools can clearly understand why they have been excluded from the calculation.

Off-role assessment

If you have a pupil who joined your school after the 30th June, but has statutory assessments, they will be displayed in an off-role assessment category. Any assessments in this category are not included in the overall measures, as the pupil joined the school after the cut-off date. If they should be included, you can change the assessed on date to a date when they were on roll.

Key Stage 2 tests

Reading, Mathematics and Grammar, Punctuation and Spelling (GPS) are assessed using national SAT tests. Results are returned as scaled scores together with an assessment outcome.

Average scaled scores are calculated using numerical scaled scores only.

Alongside the scaled score, an outcome is also assigned. This is contained in the CTF which schools may download and import from the NCA Portal.

The KS2 test outcome values are:

It is possible, in rare cases, for the NCA Portal CTF to contain an AS or NS outcome without a corresponding scaled score element.

An example is where a pupil sat two of the three KS2 Maths papers and achieved a total raw score which corresponded to a scaled score of 100 or more. The pupil is not awarded a scaled score but is given an AS code, meaning they count as achieving the expected standard.

As stated in the Primary School Accountability technical guide:

Pupils with absence in one or more papers do not receive a scaled score as it would likely have been higher if they had completed all papers.

An AS code in isolation cannot be part of the cohort average scaled score. Also an AS code can never be "higher standard".

As no numerical scaled score exists within the CTF, an average scaled score cannot be calculated for these pupils.

Average score

Average scores are calculated using numerical scores only. Result codes without a numerical score are excluded from the average.

Key Stage 1 (historical)

Although KS1 assessments are no longer statutory, Insight continues to support entry and reporting of KS1 data.

The same principles are applied:

  • pupils meeting the expected standard count towards attainment measures
  • pupils below the expected standard remain within the eligible cohort
  • excluded DfE codes are omitted from calculations where required by the DfE methodology

Phonics Screening Check

The Phonics Screening Check reports the percentage of pupils meeting the expected threshold.

Early Years Foundation Stage (EYFS)

Unlike other statutory assessments, EYFS outcomes are recorded for each individual Early Learning Goal. The summary measures (such as Good Level of Development) are then derived from these outcomes in accordance with the DfE methodology.

  • Good Level of Development (GLD)
  • % at the expected level across all Early Learning Goals
  • Average number of Early Learning Goals achieved at the expected level
